Special Rules for NORDIA 98

1. Time and place for NORDIA 98
The Nordic Stamp Exhibition NORDIA 98 is arranged by Danmarks Filatelist Forbund, DFF in co-operation with Odense Frimærke Klub. NORDIA 98 will take place at Odense Congress Center A/S during the period Friday, 16 October - Sunday, 18 October 1998.
2. Rules
The following rules apply to the exhibition: These special rules and the general Nordic exhibition rules which were adopted by the Nordic Philatelic Federation on 28 October 1995.
3. Exhibition Classes

Competition Classes:

3.2.7 Literature,
3.2.8 Youth.
 
Special Competition Class:
3.2.9 Open Class.
  3.3
In the classes 3.2.2 - 3.2.5 the exhibits are divided as follows:
A. National group - including Denmark, Danish West Indies, Greenland and the Færoes.
B. Nordic group - other Nordic countries and areas.
C. International group - other countries and areas.
  3.4 The organisation committee can invite exhibits for the Court of Honour, 3.1.1.
  3.5
For the official class, 3.1.2, Post Denmark invites the Nordic:
A. Postal Administrations,
B. Postal Museums,
C. Stamp printing houses, stamp artists and engravers.
  3.6 Members of the jury and apprentices are invited to exhibit in the jury class. Participation in the jury class is voluntary.
  3.7
Exhibits for the champion class 3.2.1 must fulfil the following: During the last five years before NORDIA 98, that is 1994-1998, the exhibits must have received:
 
A. A Grand Prix at an F.I.P. exhibition.
B. A Large Gold at an F.I.P. exhibition.
C. Two times a Gold at F.I.P. exhibitions.
D. A Grand Prix at a NORDIA exhibition.
E. Two times a Gold at a NORDIA exhibition.
 
An exhibit which during the last 10 years has received a Grand Prix in the champion class at a Nordic or an F.I.P. exhibition is not allowed to participate in the competition class.
  3.8
The Youth class is divided into groups according to the exhibitor's age as of 1 January 1998:
A. Age up to 15 years,
B. 16 - 17 years,
C. 18 - 19 years,
D. 20 - 21 years.
  3.9 Open class is open for all kinds of exhibits.
 
4. Frames
  4.1 The frames which will be used have the Nordic standard size: 16 pages (4 x 4 pages) of a size of up to 24 x 30 cm. The size of a frame is 89 x 118 cm.
  4.2 In the competition class 3.2.1.-3.2.6. every exhibit can be of 5 to 10 frames.

In the Youth class the allocated number of frames will be:
A and B: From 2 to 4 frames.
C and D: From 3 to 5 frames.
In Open Class: From 2 to 3 frames.
5. Medals, special prizes and diplomas
  5.1 Exhibits in the Court of Honour 3.1.1 receive a Gold medal or equivalent.
  5.2 Exhibits in other non-competitive classes receive a Large Vermeil.
  5.3 According to the jury, Grand Prix NORDIA 98 is given to the best exhibit in the champion class. Other exhibits in this class will receive a Gold medal.
  5.4 The best exhibit in the competition class showing Danish material will receive the Grand Prix National.
  5.5 The best exhibit in the competition class showing Nordic material (exclusive of Denmark) will receive the Grand Prix Nordique.
  5.6 The best exhibit in the competition class showing non Nordic material will receive the Grand Prix International.
  5.7 All Grand Prix prizes are pieces of art given instead of gold medals. A Grand Prix will only be given to an exhibit if it is awarded a gold medal.
  5.8
The Jury can give the following awards:
 
Gold,
Large Vermeil,
Vermeil
Large Silver,
Silver,
Large Bronze (or Silver Bronze),
Bronze.
 
Furthermore, the jury can give diplomas for participation.
  5.9
In the Youth Class the jury can give the following awards:
 
Vermeil,
Large Silver,
Silver,
Large Bronze (or Silver Bronze),
Bronze.
 
Furthermore, the jury can give diplomas for participation.
  5.10 The exhibits in the Open Class will be judged by a separate jury and will receive either a Silver or a Bronze medal.
  5.11 All exhibits in the competition class will receive diplomas on which it can be seen what medal/prize the exhibit has received. All medals will contain the metal given by the name of the medal.
  5.12 In the classes 3.2.2 - 3.2.9 the jury can give the exhibits special prizes.
  5.13 In the literature class, a literature exhibit by the author or editor can receive a medal and a diploma. A literature exhibit by the publishing house (and not the author or editor) will receive a diploma.
 
6. Participation:
  6.1 Members of national philatelic federations in Denmark, Finland, Iceland, Norway and Sweden have the right to ask for participation in NORDIA 98. Furthermore, members of Scandinavian Collectors Club in USA have the right to ask for participation in NORDIA 98.
  6.2 Owners of exhibits who had at least a large silver at a national show in the classes 3.2.2-3.2.6 have the right to ask for participation. Furthermore, youth exhibitors have the right of asking for participation if they have received at least a large bronze at a national show.

Literature exhibits do not have to have been exhibited before.

  6.3 An exhibit (apart from literature) must have been owned by the exhibitor at least the last two years before NORDIA 98.
  6.4 Exhibitors can exhibit under a pseudonym but his/her identity must be known by the exhibition committee and the jury.
  6.5 One exhibitor can ask for participation for up to two exhibits. This rule is not applied to literature or to exhibits in Open Class.
  6.6 Members of the NORDIA 98 jury and apprentices are not allowed to exhibit in the competition classes.
 
7. Application Form
  7.1 Members of the Danish Philatelic Federation can obtain the bulletin and the application form from the Danish commissioner: NORDIA 98/Toke Nørby, Postboks 36, DK-8541 Skødstrup, Danmark. Members of the other Nordic federations can obtain the bulletin and the application form from their commissioner. Members of the Scandinavian Collectors Club (SCC) in the USA, regardless of residence, can obtain the bulletin and the application form from the American commissioner: Paul A. Nelson, P.O. Box 310, Claremont, CA 91711, USA.
  7.2 The application form must be returned to the commissioner not later than on 31 December 1997. The commissioner must send the application forms to NORDIA 98 not later than on 20 January 1998.
  7.3 The applicant will not later than on 1 March 1998 receive information whether his exhibit(s) are accepted or not. An acceptance will include the allocated number of frames.
  7.4 In the exhibition catalogue the titles of the accepted exhibits will be listed as described by the exhibitor on the application form.
  7.5 The organisation committee can, without giving any reason, accept or reject an application for NORDIA 98. All decisions made by the organisation committee will be sent to the applicants through his/her commissioner.
 
8. Fees
  8.1 For exhibits in the competition classes 3.2.1 - 3.2.6 the fee per frame is Dkr. 140,- plus 25 % VAT = Dkr. 35, a total of Dkr. 175 per frame. Exhibitors from SCC who are accepted may pay the fees to the SCC commissioner in dollars.
  8.2 There are no participation fees for the Youth Class 3.2.8.
  8.3 The fee per exhibit for the Open Class 3.1.5 is Dkr. 200,- plus 25 % VAT = Dkr. 50, a total of Dkr. 250 for a maximum of three frames. Exhibitors from SCC who are accepted may pay the fees to the SCC commissioner in dollars.
  8.4 All exhibitors will receive an entrance ticket, a catalogue and a list of results (Palmares).
 
9. Jury
  9.1 The exhibits in the competition class will be judged by a jury of at least 12 members, where at least 8 are from the Nordic countries apart from Denmark. The jury members will all be F.I.P. accredited judges or judges with equivalent qualifications.

The president of the jury will be from Denmark.

  9.2 The jury can transfer exhibits from one class to another in the competition classes 3.2.2-3.2.6, without giving any information to the exhibitor.
  9.3 The jury are not bound by any earlier given award of an exhibit. The decisions of the jury are final and can not be appealed.
  9.4 The work of the jury will take place according to the F.I.P. rules (GREV) and the special rules (SREV).
  9.5 If manipulated or repaired material or forgeries are found in an exhibit unless this is stated in the exhibit, this can be downgraded at least one level. The exhibitor and his/her federation will receive a message of the action taken if such material has been found.
  9.6 The jury and the organisation committee have the right to let any object from an exhibit be analysed by the expert committee. The commissioner, through whom the exhibit is entered has the right to be present at such an examination.
 
10. Guidelines for the exhibitors
  10.1 All contact between the exhibitors and the organisation committee must go through the commissioner.
  10.2 Literature exhibits must be submitted in two copies and must be received at the NORDIA 98 address not later than on 9 October 1998. Stamp Catalogue exhibits must be issued in 1996 or later and other literature in 1993 or later.
  10.3 Philatelic Magazines must include all issues from 1997. All exhibits in the literature class will be the property of NORDIA 98 and will be donated to the two libraries of the Danish Philatelic Federation. If these libraries already have copies of the literature exhibit a copy will be donated to the library of Odense Frimærke Klub.
  10.4 All exhibited pages must be placed in protective transparent covers. All pages must be numbered and all pages for the same frame must be submitted in the special envelope sent to the exhibitor by the organising committee. It is recommended that all pages bear the owner's name on the back side.
  10.5 NORDIA 98 can neither receive additional pages than allowed for the allocated frames nor be responsible for any extra pages.
 
11. Mounting and delivering of exhibits
  11.1 Exhibits which are not delivered by the owner or by his/her commissioner must be sent by post and must be at NORDIA 98 not later than on 9 October 1998. Exhibits which are delivered by the owner or the commissioner must be at NORDIA 98 on 14 October 1998.
  11.2 Exhibits delivered on 14 October 1998 by the owner or the commissioner or any other person with a written authority can be mounted on that day by that person. The organising committee will mount all other exhibits.
  11.3 Exhibitors or their representatives can dismount the exhibits after 5,30 PM on Sunday, 18 October 1998. Exhibits which are not dismounted by the owners or their commissioners will be returned to the owners at the expense of NORDIA 98. Such exhibits will be sent in the same way as received by NORDIA 98.
  11.4 Exhibitors must mark on the application form the way in which they want to send, mount, dismount and return their exhibits.
  11.5 All exhibitors who dismount their own exhibits must give NORDIA 98 a quittance with an acceptance of the fact that the exhibit is received in the same condition as when it was received by NORDIA 98. All complaints must be given to NORDIA 98 at that time. Later complaints from exhibitors who dismount their own exhibits will not be accepted.
  11.6 All exhibitors will receive an quittance that NORDIA 98 has received their exhibits.
  11.7 If an exhibit is received by NORDIA 98 at a time later than mentioned in section 11.1, the owner can not claim to participate in NORDIA 98. The participation fee will not be refunded.
 
12. About Customs matters
  12.1 All necessary papers for the Danish Customs office will be sent to foreign exhibitors together with the special covers for the exhibits.
 
13. Security
  13.1 The organising committee will take all necessary and practicable steps to ensure the safety and careful treatment of the exhibits during the exhibition but cannot accept liability for any sort of loss or damages that may be caused.

All exhibits are to be fully insured by the owners during the exhibition and during the transportation to and from the exhibition.
 

14. Changes and questionnaires
  14.1 NORDIA 98 reserves the right to change these special rules. Possible alterations, whenever necessary, will be announced to the exhibitors. The organising committee reserves the right to make decisions in matters not mentioned in these special rules.
  14.2 The exhibitor will accept these special rules by his/her signature on his/her application for participation.
  14.3 Judicial enquiries will be treated according to Danish law and may be treated by the Danish court of justice.
  14.4 In case of discrepancies between the Danish and English versions of these Rules and Regulations, the Danish version shall apply.
