1999 FIP Web Evaluation The results of evaluation of 66 sites was announced at the CHINA 99 World Philatelic Exhibition on 29 August 1999. Six sites was placed in the Top 5% category: 1. Joseph Luft's Philatelic Resources (the winner!). 2. Scouts on Stamps Society (USA) - With Special Prize. 3. Toke Nørby's Home Page (DK) - with Special Prize. Best site outside North America. 4.
